Depends (maybe) on the magnitude of the hesitation. Had the same thing
with my '02 Windstar. A little more than a hesitation, though. All out
mis-fire. Same symptoms, though. Under load hesitation (misfire) with
no CEL. Turned out to be a bad ign coil. Replaceed that, no problems
since.
