Default 97 taurus OBD2 coonector

I am having trouble getting my codes scaned on my 97 taurus. The scan tools
won't connect.
what pins are realy needed on the connector?
data buss:

on pin 2 0v
on pin 10 5V

is the data buss differential or single sided?
Should pin 2 be 0V?

pin 4,5,6 13, 0v (gnd)

pin 7 12 volts? (whats this pin for?)

pin 16 12 volts.

i thought that year has obd1 connection.

A very few late '95 cars had obdII and just about all of them had it
in '96.

8 inches of the steering column, under the dash and in the open (not
concealed
