Seems unlikely, but the ECU does control the fuel pump in some way, at least
by enabling a relay (mechanical or electronic) to switch the pump on. The
ECU may be fried, but why do you (or the mechanic) think the pump is fried
too? I'd suspect the ECU died and the mech swapped out the pump because it
wasn't running...

You should have the old pump. Apply 12v and see if it hums.
