RICHMOND, Va. (AP) - The American Civil Liberties Union of Virginia is
promising a legal challenge if Richmond City Council approves an
ordinance tonight that would ban panhandling. The proposed ordinance
would prohibit people from soliciting money in the Central Business
District and near outdoor restaurants and ATMs. The ACLU sent a letter
to council members over the weekend saying the proposed ban violates
the Constitution's guarantee of free speech. The group says it will
offer legal representation to panhandlers affected by the ordinance.
ACLU of Virginia executive director Kent Willis says the city has a
right to regulate panhandlers to make sure they aren't intimidating
people, but it can't just ban the practice outright.
