This site will give you all the info you seek about safety
    inspections.

Except that the PDF's in your link don't seem to give any info regarding
    "9B" and "7B" brake codes.

I do see brake standards on page E-15, but no mention of "9B" or "7B".

OP seems to have deserted this thread, so I guess we'll never know.

I did passed inspection, just try to understand the codes. I was told
last year from another repair shop that my car's rear brakes need to
be replaced soon during last year inspection. Now, I got 7B for rear
brakes and passed this year inspection, not sure why they "no-longer"
need to be replaced anymore, good thing to me though.

I went through PA's fail list, didn't see anything about the actual
numbers. I wonder if it's just a dealer shorthand for 9mm remaining
both sides. They usually tell you what remained, not what was used
    up.

They are telling you the remaining thickness of the pads. You have a
long way to go as I believe 2B is minimum to pass.

FWIW, years ago I purchased a new 97 Grand Caravan. Normally with my
highway driving, I get at least 50K to 60K out of my front pads. At
11K, the dealer told me I was down to 4B and would need new brakes
soon. The following year, the "grew" way up to 8B (same dealer).
That dealer is no longer in business.
