Default twisted seatbelt

2000 Sienna

The right rear seatbelt seems to be twisted inside the cowling it goes
into. Any tips on how to straighten out that thing without removing
the entire panel?

I had the same problem; the dealership fixed it for free.

If you can, get the seat belt to retract all the way, then pull it all the
way out before un-twisting. If you can't get it to retract all the way, you
have to pop the panel off.
