politely disagree I find that most dealerships today do have an Internet Manager and most of them today are qualified to be in that post (most not all). However I think the days of "Internet Manager" and "Internet Department" are over. Dealerships do not have a TV department or a Newspaper department, so why segregate between Internet and everything else. The sales process of a dealership should be designed and optimized with the Internet as the pinnacle of its existence and purpose, not a lateral extension.
