What it takes to certify and safety a Dunebuggy?(ontario)

I have a dune buggy and was wondering what it took to get it on the road(in Ontario). It is a tube frame, two seater, vw engine with working lights. It is not the small ones that you buy from the powersports dealers its about 12 feet long. The main concern was if we need to put sheet metal or something under and around the motor.
